The Opportunity

This is a critical senior leadership role responsible for directing all Health, Safety, Environmental, and Quality (HSEQ) aspects of a £1.5 billion, landmark hospital project. As the HSEQ Lead, you will be the ultimate authority on-site, responsible for establishing and driving a world-class safety culture and ensuring the exceptional build quality required for a state-of-the-art medical facility.

Reporting directly to the Project Director, you will provide the strategic vision and operational leadership required to deliver this project to an industry-defining standard. You will be instrumental in safeguarding our people, protecting the environment, and embedding a "right-first-time" ethos to achieve a zero-defect handover.

Key Responsibilities

  • Strategic Leadership: Develop, implement, and continuously improve the integrated Project HSEQ Strategy and Management Systems in line with ISO 45001, 14001, and 9001 . Act as the key advisor to the senior leadership team on all HSEQ matters.
  • Team Management: Lead, mentor, and develop a dedicated on-site team of HSEQ professionals, fostering a collaborative and proactive team environment across all disciplines.
  • Health & Safety Management: Champion a proactive, risk-based approach to safety. Ensure all high-risk activities are meticulously planned and executed with robust risk assessments and method statements (RAMS). Guarantee full compliance with all UK legislation, including CDM 2015 .
  • Quality Management & Assurance: Develop and implement the Project Quality Plan (PQP). Lead the site's Quality Assurance (QA) and Quality Control (QC) functions, ensuring all works strictly adhere to project specifications, drawings, and standards. Drive a "right-first-time" and "zero-defect" culture across the entire supply chain.
  • Quality Control & Handover: Oversee the implementation and management of Inspection and Test Plans (ITPs). Manage the quality aspects of commissioning, snagging, and handover documentation to ensure a seamless and flawless final product for the client.
  • Environmental & Sustainability: Drive the project's environmental strategy, focusing on waste reduction, carbon management, and exceeding sustainability goals.
  • Incident Management & Assurance: Lead all accident and incident investigations, ensuring root causes are identified and preventative actions are implemented. Oversee a rigorous programme of site inspections, audits, and safety tours to monitor performance and drive continuous improvement.
  • Stakeholder Engagement: Build and maintain strong, collaborative relationships with the client, the Health and Safety Executive (HSE) , building control, subcontractors, and the entire workforce to promote a unified and positive HSEQ culture.

Candidate Profile
We are seeking a highly influential and experienced HSEQ professional with the gravitas and balanced expertise across all HSEQ disciplines to lead on a project of this scale and complexity.

Essential Requirements:
  • Extensive experience in a senior HSEQ management role within a Tier 1 main contracting environment .
  • A proven track record of leading the HSEQ function on large-scale, complex construction projects (valued at £250m+).
  • Proven experience managing the full spectrum of HSEQ, with specific, demonstrable expertise in implementing quality management systems ( ISO 9001 ), developing Project Quality Plans, and driving quality assurance processes on major projects.
  • NEBOSH National Diploma in Occupational Health and Safety (or equivalent).
  • Chartered Member of IOSH (CMIOSH).
  • Expert-level knowledge of UK health and safety legislation, particularly CDM 2015 .
Desirable Attributes:
  • A formal qualification in Quality Management (e.g., CQI membership, Lead Auditor ISO 9001 ).
  • Experience on major healthcare, pharmaceutical, or other highly-serviced projects is highly advantageous.
  • A relevant degree-level qualification.
  • Exceptional leadership and influencing skills, with the ability to engage and inspire at all levels, from board directors to site operatives.
