Job Overview
To lead and manage the procurement of subcontract packages comprising Civil Engineering works, Design, Surveys, Professional Services and Engineering agreements. Provide support and advice to the Procurement Lead. Facilitate communication between various project teams to ensure compliance with project requirements prior to procurement.Key Responsibilities
Procurement Strategy and Planning
- Develop and improve procurement procedures aligned with project plans and strategies- Establish best practices, including category management and use of global suppliers
- Create and maintain the Tender Event Schedule
- Develop strategies for managing provider performance risk
Subcontract and Supplier Management
- Lead procurement of subcontract packages for various construction-related services- Coordinate procurement of subcontracts, sub-consultancies, materials, equipment and associated services
- Assess providers' capabilities against project standards
- Develop long-term relationships with strategic suppliers
Contract Negotiation and Administration
- Negotiate and place contracts in liaison with key project managers- Ensure health, safety and welfare requirements are included in subcontractor documentation
- Draft and negotiate NEC subcontracts
Cross-Functional Collaboration
- Facilitate communication between various project teams- Liaise with Engineering and Construction teams on technical specifications
- Provide procurement support and advice to the Procurement Lead
Performance Management
- Implement SMART targets for procurement performance- Capture value engineering and innovation opportunities
- Drive continuous improvement in procurement processes
Required Skills and Qualifications
- Degree in construction, commercial or related discipline- CIPS certification or equivalent
- Extensive experience in procurement for major construction projects
- Strong knowledge of NEC contracts and subcontracts
- Understanding of EU/UK procurement regulations
- Experience establishing procurement processes for large projects
- Ability to assess subcontractor/supplier capabilities
- Excellent communication, negotiation and organisational skills
- IT literacy including relevant procurement systems
- Knowledge of construction health and safety regulations
