Purpose of the Job
The Sub-Agent assists the Site Agent in managing and operating the site and tunnelling works at Elephant and Castle for the delivery of project works, ensuring quality and safety requirements are fully met. The role involves assisting the Agent in delivering the project safely, on time, to the satisfaction of the client and within budget.Key Responsibilities
Programme Management
- Maintain sub-package specific programmes (Excel or Project) as required- Review and comment on subcontractors' Clause 32 Programme Submissions, including design and construction programmes
- Manage interface within programme activities across disciplines
- Assist planner with weekly programme updates
- Review and comment on subcontractors' 4-week look-ahead schedules weekly
- Be fully aware of the Main Works Programme and all related activities
- Highlight risks and opportunities
Commercial and Procurement
- Administer contracts for subcontractors (NEC contract experience required)- Contribute to package forecasts, with support from the Quantity Surveyor
- Support the procurement process for work packages
- Produce subcontractor scopes of work
- Draft Compensation Events, Early Warning Notices, and Requests for Information as needed
- Maintain accurate as-builts for each work package
- Maintain forecasts for self-delivery work packages
Design and Engineering
- Review tunnel/civil subcontractors' construction designs and specifications- Assist with temporary works design briefs for tunnelling works and support services
- Resolve technical site issues in liaison with the Site Agent
- Support the development and approval of materials in line with designers' specifications
Quality and Handover
- Review pre-construction documentation to ensure compliance with standards- Ensure Inspection and Test Plans (ITPs) meet quality standards
- Coordinate materials approval process
- Manage delivery and tracking of redline drawings and as-builts
- Ensure quality documentation handover packs are compiled and submitted on time
- Support subcontractors in maintaining required quality control standards
- Ensure timely resolution of snags
General Duties
- Assist with construction strategy development- Liaise with Site Agent and Section Foreman on resource allocation
- Support career development of subordinate staff
- Deliver works efficiently
- Maintain document trackers for assigned packages
Safety Responsibilities
- Comply with Health and Safety at Work Act- Promote a safety culture and demonstrate personal concern for health and safety
- Report accidents, incidents, and near misses
- Propose ways to eliminate hazards and improve workplace safety
- Attend health surveillance as instructed
- Set a personal example of safe behaviour and mentor others
Qualifications and Experience
- Degree or higher in a numerate/engineering discipline (HNC or HND with significant experience may be considered)- Membership/Chartership of relevant professional body or equivalent
- Experience in civil engineering contracting on large infrastructure tunnel projects
- Experience in rail environment and working with local councils
- Strong programme management skills
- Experience managing subcontractors and problem-solving
- Leadership experience and ability to mentor site teams
- In-depth knowledge of quality management implementation
- SMSTS accreditation and CSCS card
- Proficiency in Microsoft Office suite and Project
- Working knowledge of relevant health and safety legislation
- First Aid Training Certificate
- Valid driving licence
