Overview

We are seeking a dynamic Technical Director to oversee the redevelopment and transition of the Cyril E. King and Henry E. Rohlsen Airports in the U.S. Virgin Islands. This role will be delivered through a collaborative Design, Build, Finance, Operate and Maintain Public-Private Partnership model with the local Port Authority.

Key Responsibilities

- Project Planning: Develop comprehensive project plans, including schedules, budgets, and resource allocations in accordance with project requirements.
  
- Team Leadership: Lead technical project teams by assigning tasks, providing guidance, and fostering collaboration among team members.
  
- Risk Management: Identify potential risks (schedule, budget, technical) and develop mitigation strategies to ensure successful project delivery.
  
- Stakeholder Communication: Communicate effectively with stakeholders to gather requirements, provide updates, respond to inquiries, address concerns, and adapt project scope as necessary.
  
- Reporting: Design, produce, and present reports to various stakeholders.
  
- Budget Monitoring: Monitor project budgets and expenses to ensure completion within financial constraints. Provide regular updates on progress versus budget, including variance analysis.
  
- Quality Assurance: Establish project-wide quality standards and ensure that deliverables meet or exceed expectations. Collaborate with contractors and external QA/QC teams to implement quality programmes.
  
- Schedule Management: Track project schedules and milestones, including critical path management. Adjust plans as necessary to meet deadlines.
  
- Documentation: Maintain accurate project documentation, including progress reports, meeting minutes, and change requests.
  
- Contract Administration: Administer consultant contracts for design development work and participate in the selection process for consultants.
  
- Coordination: Coordinate with stakeholders in administering contracts with partners, clients, subcontractors, and suppliers.
  
- Oversight: Oversee design development leading into construction delivery, ensuring compliance with contractual and regulatory requirements.
  
- Operational Readiness: Manage the operational readiness and transition (ORAT) process for both airports to ensure a seamless transition from legacy facilities to new ones.
  
- Conflict Resolution: Address conflicts and issues that arise during project execution, striving for mutually beneficial resolutions.
  
- Process Improvement: Identify opportunities for process improvement and implement best practices to enhance project management efficiency.

Required Qualifications

- Bachelor’s degree in Architecture, Engineering, Construction Management, Business Administration, Project Management or a related field (Master's degree preferred).
  
- A minimum of 15 years of proven experience as a Project Manager for airport and civil infrastructure projects with a successful track record from initiation to completion.
  
- Excellent leadership, communication, and interpersonal skills.
  
- Strong analytical and problem-solving abilities.
  
- Proficiency in project management tools and software.
  
- Certification in Project Management (PMP) is an advantage.
