Civil engineering executive search is the work of placing senior leadership into the contractors and client bodies delivering the UK's civils programmes: the National Highways and Network Rail frameworks, AMP8 water and wastewater, energy and nuclear enabling works, and the regional civils and groundworks businesses beneath them. It is retained, research led and handled personally, from brief to placement.
Civil Engineering Executive Search

Frameworks, earthworks, structures, and the people who price them.

What this sector asks of its leaders
Civils is priced on what you cannot see, and that shapes who succeeds in a senior role.
Ground risk. The margin on a civils scheme is decided by the ground conditions, the utilities and the weather, and a Commercial Director here has to price and then defend risk that was never fully visible at tender.
Framework discipline. Most of the work arrives through frameworks with their own performance regimes. A Framework Director or Operations Director is judged on the scoring as well as the accounts, and on the next allocation as much as the current scheme.
Early involvement. Early contractor involvement and two-stage tendering have moved the important decisions earlier. The Pre-Construction Director who can shape a scheme before it is priced is worth more than the one who can only price it.
Safety as a leadership measure. In civils the safety record is a board matter. A leader who cannot speak credibly to the site about it will not hold a senior post for long.

Civils is priced on what you cannot see
Ground conditions, utilities, weather and a client's own programme decide the margin on a civils scheme long before the final account.
The leaders who succeed here have been caught by each of those at least once, and remember it.
The roles I recruit here

The wider senior roles
Beyond the grid I also recruit Head of Commercial, Chief Operating Officer and group board appointments for civils businesses, which run under board appointments. The rail, highways and water programmes have their own pages under rail, highways and water, and the wider pipeline sits under infrastructure.
How the search runs
The brief comes first: the real requirement, the target organisations, and the profile that will succeed in your business. Then the mapping, a complete picture of who holds the equivalent role across that universe, with named individuals, current remit, reporting line and likely motivation. Every approach is made personally and confidentially. The shortlist is four to six, each with a written appraisal covering capability, motivation and risk, and it names the reservations as well as the strengths.
I am a qualified Quantity Surveyor who worked as a Commercial Manager at Sir Robert McAlpine before moving into search. Senior people in civils take the call because the conversation is credible.

How the search runs here
What changes in civil engineering is the target universe: the contractors on the same frameworks, the specialist subcontractors growing into main contracting, and the client-side teams at National Highways, Network Rail and the water companies. The process is the same one I run for every senior appointment, set out stage by stage on the method page.
Common questions
What is civil engineering executive search?
It is a retained, research-led process for appointing senior leaders into civil engineering contractors and the client bodies they work for. The market is mapped completely, the people holding equivalent roles are approached directly and confidentially, and the shortlist is assessed rather than filtered from a database.
Which civil engineering businesses do you recruit for?
Tier 1 and Tier 2 civils contractors on the rail, highways, water and energy frameworks, regional civils and groundworks contractors growing into larger schemes, specialist ground engineering and piling businesses, and the client-side and consultancy teams that run the programmes.
Which roles come up most often?
Commercial Director, Operations Director and Project Director are the three I am asked for most. Pre-Construction Director and Framework Director follow, and in 2026 a Commercial Director for a specialist ground engineering contractor in Glasgow and an Estimator for a family-run civils contractor in Lancaster were both live searches.
What does a retained civils search cost?
Retained search is typically charged as a percentage of the appointed leader's first-year total package, invoiced in stages across the assignment. My fee is 22.5%, agreed in full at the outset with no variation later.

If you are building leadership for a civils framework, a regional civils business or a single major scheme, I would welcome the chance to talk. No hard sell, no obligation.
