Andy Burnham is back in Parliament. Whether or not he reaches Number 10, the shift his rise represents has real consequences for how, where and what we build.

The UK water sector has quietly replaced a remarkable share of its most senior leadership in the space of a year. Five water companies have appointed new chief executives in roughly twelve months: Severn Trent, Pennon Group, Dŵr Cymru Welsh Water, Affinity Water and South East Water. At the same time, Thames Water is navigating a creditor takeover, Anglian Water has just appointed a new Chair, and the regulatory framework itself is being redesigned following the Independent Water Commission. For contractors, consultancies and anyone whose business depends on the water sector, this is not a personnel footnote. It is a structural event, and it deserves more attention than it is getting.

I spent part of this week mapping the leadership of every UK water company. It is the kind of exercise that sounds dry until you lay the names side by side and realise how much of the sector's decision-making power has changed hands, and how recently.

Andy Burnham has backed a land value tax since 2010. He is now the likely next Prime Minister. Our industry has spent sixteen years treating this as somebody else's argument. That is no longer a safe position.

There is a policy that both the Institute of Economic Affairs and the Labour left think is a good idea. That should make you curious, or suspicious, or both.

For the first time in a generation, a prime minister has said out loud what construction has been muttering for years. Andy Burnham's plan to put technical training on an equal footing with academic study, starting at 14, is being framed as a response to the rise in young people who are not in education, employment or training. But look at it from a site cabin rather than a Whitehall office and it reads as something else entirely. It reads as the first serious attempt in decades to rebuild the pipeline that feeds our industry.

Most senior professionals in UK construction stay in roles too long. Not always, but often enough that the pattern is worth talking about.

You have just been offered a new role. Senior position, better package, a programme you are genuinely excited about. You hand in your resignation. Your current employer sits you down and makes you an offer to stay.

Every senior leader in UK construction eventually faces the same question. A critical role opens up. You have someone internal who is close to ready. Do you promote them, or do you run an external search?
